~ Jacksonville, FL - The City of Jacksonville has made significant strides in improving its operations and services through its partnership with the LEAN Competency System (LCS). This nonprofit organization is renowned for promoting continuous improvement and operational excellence in various private sectors. The collaboration, known as 904 LEAN, has helped the city streamline processes and reduce waste while maintaining the quality of services for its residents.
Since the partnership began last year, the City has implemented several changes through 904 LEAN. These include streamlining the permitting process, digitizing contract approvals, automating expense reports, and more. As a result, 34 employees have been certified as LEAN Green Belts, saving each of them an average of 800 hours. An additional 67 employees are on track to be certified in the coming months.
Overall, these efforts have saved the City over 216,000 hours of employee time. This equates to an entire year's worth of work saved for 103 employees. Mayor Deegan expressed her satisfaction with these results, stating that it means faster response times and better services for the public.

"When our people spend less time on paperwork and administrative duties, they can focus on important tasks like fixing potholes or delivering meals to those in need," Mayor Deegan said. "904 LEAN is not just about efficiency; it's about improving the quality of life for every Jacksonville citizen."
The success of LEAN principles is not limited to the City government. Other entities such as JEA and Florida Blue have also adopted these principles and have saved millions of dollars over time.

"The City of Jacksonville stands out as a shining example of this transformation," Bussell said. "In the early stages of their LEAN journey, they have already achieved significant progress by embedding LEAN principles and practices into their culture...the city has taken impactful steps to streamline operations, address inefficiencies, and enhance service delivery for residents."

In addition to the updates on 904 LEAN, Mayor Deegan also announced that Jacksonville is one of the first cities in the nation to utilize AI and advanced financial modeling to improve its budgeting process. The City has partnered with C3 AI to catch redundant spending, hold vendors accountable, and ultimately lessen the tax burden on residents.
Furthermore, Mayor Deegan revealed that her administration is working on new legislation to ensure fairness and accountability in how taxpayer dollars are spent.
"These innovations mean a better quality of life for every Jacksonville citizen," Mayor Deegan emphasized. "Efficient budgeting translates into more resources for critical services like public safety, infrastructure, and community programs. It means reducing waste while maintaining the quality of services people rely on."
