~ Jacksonville, FL - After more than 20 years of experience in the City's Planning Department, Helena has been appointed as the new Director of Planning for the City of Jacksonville. Currently serving as both the Interim Director and Chief of the Community Planning Division, Helena brings a wealth of knowledge and expertise to her new role.
In her current position, Helena acts as a liaison between various city departments and commissions, state and regional agencies, and City Council. She is also responsible for managing and updating the City's Comprehensive Plan in accordance with state requirements, as well as reviewing land use maps and zoning requests for consistency with the 2045 Comprehensive Plan.
Helena also leads several special projects such as the Manatee Protection Plan, Brownfields Program, and Development of Regional Impact (DRI) process. She also oversees work in local historic districts and ensures that any impacts to local landmarks are in line with Historic Preservation guidelines through the Certificate of Appropriateness (COA) process.

As Director of Planning, Helena will now be responsible for overseeing all operations within the City's Planning Department. This includes managing the Community Planning Division, Current Planning Division, Transportation Planning Division, and Office of Resilience.
Expressing her excitement for this new role, Helena stated that she looks forward to working closely with community members, developers, and local officials to create a healthier environment through policy and planning. "I really love this city," she said. "And I want everyone who lives here to be proud to call it home."
Mayor Donna Deegan also expressed her confidence in Helena's abilities as she takes on this new position. "I am looking forward to Helena continuing her longstanding service as the Director of Planning," said Mayor Deegan. "She brings a fresh perspective and a wealth of knowledge to the position, both of which will benefit her department and our citizens."
